**Amber Alert** . Maryland State Police have issued an Amber Alert for a missing one-year-old boy.  

According to police, Julio Cesar Arriaza is suspected of kidnapping Cesar Steven Martinez. Martinez is described as a one-year-old Hispanic male. He is approximately 18 pounds and has brown hair and brown eyes.  

Arriaza is described as 5'4" and 150 pounds with brown hair and brown eyes.  

Arriaza is believed to be driving a 2006 green Chevy Equinox with Maryland tags 7AG950. The car was last seen near Nimitz Road in District Heights.
